bulk plant "bulk plant" means that portion of a property where petroleum is received by tank vessel, pipelines, tank car or tank vehicle and is stored or blended in bulk for the purpose of distributing such petroleum by tank vehicle, pipeline, tank car, tank vehicle or container;
